    Cell phone users are waiting a long time on hold when they call 9-1-1 to report emergencies. Landline calls to 9-1-1 are automatically routed to the proper city or county's dispatch center. But cell phone 9-1-1 calls are mostly sent to understaffed California Highway Patrol (CHP) dispatch centers.

    It can take 16 minutes for Bay Area 9-1-1 calls to be answered by the CHP, according to a report released last week.

    Until the answering times improve, you might consider programming your local police department's ten-digit emergency number into your cell phone. Then you can call the direct number when you're in your home area -- the local police generally answer a lot more quickly, and they usually are also able to transfer you to fire and ambulance dispatchers if you need those services.

    San Francisco Police Department's emergency number is (415) 553-8090.
    Oakland Police Department's emergency number is (510) 777-3211.
